Why? Because it doesn't click or move as smoothly as my 2G iPod and it requires you to press hard. Luckily it is set to off by default. I experimented with it on but finally turned it off because it was more annoying than useful.

Navi Wheel is pants
Took my N81 back 2 weeks ago because the Navi Wheel was no longer responding (used to work like and ipod when I first got it) came back after repair still did not work. Replaced the phone, new one did not work another 3 phones later have not been able to get one to work. Some have been very slow response others had no response. Nokia really need to sort this out as I am seeing lots of discussions coming up with the same problem. If you check with Nokia they suggest updating the firmware, this seems to work for some phones but not others

I think there is something wrong with te firmware it worked perfectly till i updated the phone firmware please let me know if there are any other solutions

My Experiences with the Navi Wheel
I just got an N85 and was curious what the Navi Wheel was like as it's disabled by default, so I decided to enable it. I definitely had problems using it in the beginning, but there's a certain pressure you have to use for it to work well (I use mainly my thumb, but sometimes my index finger). A light touch and a completely circular motion is required for the best results (which is odd because the button is a rounded rectangle).
Perhaps they worked on it a bit after the N81, but after a few days of getting the hang of it, it actually works quite well for me, and I use it far more than the click buttons when its functionality is available. I just wish Nokia would've incorporated its use in more ways. For instance, it's not available in the settings application and many other applications that make use of vertical lists. Also, I can't understand why they didn't make use of the Navi Wheel on the web browser for scrolling up and down.
