My stream of consciousness "blink" :-) proposal: Nobody who has ever spoken at a blog conference, organized a blog conference or been a speaker in a panel at a blogging conference should be eligible for the top 20 :-) ! That disqualifies me and lots of other people but it leaves the room open to lots of other new voices!
